Requirements

We are seeking a Senior Test Engineer to support VA’s Human Resources Payroll and Personnel System (HR PAS) as part of the Consolidated Corporate Support Services (CCSS) 2.0 initiative. This role will provide technical leadership for test planning, system validation, and quality assurance across HR PAS modernization efforts. The Senior Test Engineer will ensure that HR PAS solutions meet system requirements, are fully integrated with VA enterprise systems, and comply with VA’s Veteran-focused Integration Process (VIP) Lean-Agile framework, DevSecOps practices, and federal IT security standards.


Position Description:

A Senior Systems Engineer provides technical support in system architecture, system design, system integration, and technical management. The engineer assists in providing technical input to the systems engineering process, leads teams in developing application and technical test plans, and guides customers in the validation and use of strategic products. For CCSS 2.0, the Senior Test Engineer role will ensure robust testing and validation of the HR PAS system, supporting continuous integration, automated testing, and quality assurance within Agile DevSecOps environments.


Minimum Requirements:

  • Education Level: Master’s Degree

  • Degree In: Computer Science, Electronics Engineering, or other engineering/technical discipline

  • Years of Experience: 10 years

  • Substitutions: 10 years of additional relevant experience may be substituted for education

 

Primary Responsibilities:

  • Lead the design and execution of test strategies, test plans, and test cases for HR PAS functionality and integrations.

  • Support Agile development teams by ensuring requirements traceability into testing activities.

  • Develop and maintain automated test frameworks integrated into DevSecOps pipelines.

  • Conduct system, integration, regression, and performance testing for HR PAS enhancements.

  • Provide technical input to the systems engineering process to ensure HR PAS meets performance and compliance standards.

  • Lead defect triage sessions, identify root causes, and coordinate with developers and analysts for timely resolution.

  • Validate compliance with VA Handbook 6500, FISMA, NIST SP 800-53, HIPAA, and Section 508 accessibility standards.

  • Contribute to Assessment & Authorization (A&A) documentation to maintain Authority to Operate (ATO).

  • Support CCSS 2.0 deliverables such as test execution reports, traceability matrices, and modernization scorecards.

  • Provide mentoring and guidance on testing tools, methodologies, and quality assurance best practices.

 

Preferred Skills/Certification:

  • Experience testing federal HR and payroll systems (HR Smart, PeopleSoft HCM, or similar).

  • Proficiency with test management and automation tools (Selenium, JUnit, TestNG, Cucumber, HP ALM, or similar).

  • Familiarity with CI/CD pipelines (Jenkins, GitHub Actions, Azure DevOps) and automated test integration.

  • Knowledge of data validation, ETL testing, and HR/payroll transaction lifecycle testing.

  • Agile or SAFe certification desirable but not required.

 

Additional Requirements:

  • Must be able to obtain and maintain a Public Trust Clearance.

  • Must complete all VA-mandated Talent Management System (TMS) training (Privacy, HIPAA, Information Security) prior to system access.

  • Must reside in the United States and comply with USCIS I-9 verification requirements.
