Requirements

We are seeking a Senior DSO Software Engineer to support the VA’s Human Capital Management Data Warehouse (HCM DW) as part of the Consolidated Corporate Support Services (CCSS) 2.0 initiative. This role will contribute to improving enterprise reporting, analytics, and system modernization by designing, developing, testing, and deploying software solutions. The engineer will also support DevSecOps processes, ensure compliance with federal IT security standards, and enable scalable, reliable data integration across VA corporate systems.


Position Description:

A Senior Software Engineer has extensive experience and knowledge to design, code, test, debug, and document software in a variety of programming languages. The engineer has expertise with modern frameworks and techniques, develops strategies for building and sustaining enterprise IT systems, and evaluates alternative approaches to select optimal solutions. This role will support VA’s HCM DW, ensuring data integrity, performance optimization, and compliance with VIP Lean-Agile processes, DevSecOps practices, and federal security standards.


Minimum Requirements:

  • Education Level: Bachelor’s Degree

  • Degree In: Computer Science, Electronics Engineering, or other engineering/technical discipline

  • Years of Experience: 5 years

  • Substitutions: 8 years of additional relevant experience may be substituted for education

 

Primary Responsibilities:

  • Design, develop, and maintain software solutions for the HCM DW using modern programming languages, frameworks, and data engineering tools.

  • Build secure, scalable APIs and microservices to integrate HCM DW with VA enterprise systems.

  • Implement and maintain automated CI/CD pipelines to support DevSecOps delivery, leveraging VA-approved tools (Jira, GitHub, ServiceNow).

  • Conduct unit, integration, and performance testing; debug and resolve technical issues to ensure high system availability.

  • Collaborate with Product Line Managers, Data Architects, and Agile teams to align development with business and technical requirements.

  • Ensure compliance with VA Handbook 6500, FISMA, NIST SP 800-53, HIPAA, and Section 508 accessibility requirements.

  • Support the development of A&A artifacts to maintain Authority to Operate (ATO) for HCM DW.

  • Produce technical documentation including design specifications, data flow diagrams, and system operations guides.

  • Contribute to CCSS 2.0 deliverables such as system modernization scorecards, reporting dashboards, and DevSecOps compliance reviews.

  • Mentor junior developers and contribute to knowledge-sharing across Agile teams.

 

Preferred Skills/Certification:

  • Experience with enterprise data warehouse technologies (e.g., Oracle Database, SQL Server, Red Hat Enterprise Linux, Windows Server) used in VA environments.

  • Proficiency in scripting and programming languages such as Python, Java, SQL, PL/SQL, and Shell scripting.

  • Familiarity with data analytics and visualization tools integrated with HCM DW.

  • Knowledge of cloud-based platforms (AWS GovCloud, Azure Government) and containerization technologies (Docker, Kubernetes).

  • Agile or SAFe certifications desirable but not required.

 

Additional Requirements:

  • Must be able to obtain and maintain a Public Trust Clearance.

  • Must complete all VA-mandated Talent Management System (TMS) training (Privacy, HIPAA, Information Security) prior to system access.

  • Must reside in the United States and comply with USCIS I-9 verification requirements.
