Requirements

We are seeking a Senior DevOps Systems Engineer to support VA’s Human Resources Payroll and Personnel System (HR PAS) as part of the Consolidated Corporate Support Services (CCSS) 2.0 initiative. This role will provide technical leadership in systems engineering and DevOps delivery for HR PAS modernization. The Senior DevOps Systems Engineer will design and manage system architectures, develop automated pipelines, and ensure secure, scalable deployment of HR PAS components in alignment with VA’s Veteran-focused Integration Process (VIP) Lean-Agile framework, DevSecOps practices, and federal IT compliance requirements.


Position Description:

A Senior Systems Engineer provides technical support in system architecture, system design, system integration, and technical management. The engineer assists in providing technical input to the systems engineering process, leads teams in developing application and technical plans, and guides customers in the installation and use of strategic products. For CCSS 2.0, this role applies these skills as a Senior DevOps Systems Engineer, ensuring HR PAS modernization efforts integrate DevSecOps practices, automated infrastructure, and secure system design.


Minimum Requirements:

  • Education Level: Master’s Degree

  • Degree In: Computer Science, Electronics Engineering, or other engineering/technical discipline

  • Years of Experience: 10 years

  • Substitutions: 10 years of additional relevant experience may be substituted for education

 

Primary Responsibilities:

  • Design and implement system architectures and DevOps pipelines to support HR PAS modernization and integration with VA enterprise systems.

  • Provide technical leadership in cloud infrastructure design (AWS GovCloud, Azure Government), automation, and system reliability engineering.

  • Develop and maintain CI/CD pipelines using VA-approved tools (e.g., Jenkins, GitHub, Azure DevOps) to enable secure, continuous delivery.

  • Integrate automated testing, security scanning, and monitoring solutions into DevOps workflows to ensure compliance and resiliency.

  • Collaborate with HR PAS stakeholders, Product Line Managers, and cross-functional Agile teams to align system design with mission and business needs.

  • Support migration of HR PAS components into hybrid or cloud environments, ensuring continuity and data integrity.

  • Conduct risk assessments, performance tuning, and troubleshooting to maintain high availability and reliability.

  • Ensure compliance with VA Handbook 6500, FISMA, NIST SP 800-53, HIPAA, and Section 508 standards.

  • Provide input into Assessment & Authorization (A&A) documentation to achieve and maintain Authority to Operate (ATO) for HR PAS systems.

  • Mentor junior engineers on DevOps tools, automation practices, and secure system design.

 

Preferred Skills/Certification:

  • Experience with federal HR/payroll systems (HR Smart, PeopleSoft HCM, or similar).

  • Proficiency with infrastructure-as-code tools (Terraform, Ansible, CloudFormation) and monitoring tools (AWS CloudWatch, Azure Monitor, Splunk).

  • Strong knowledge of containerization and orchestration technologies (Docker, Kubernetes, OpenShift).

  • Familiarity with Agile and SAFe frameworks.

  • Professional certifications desirable (e.g., AWS Solutions Architect, Azure DevOps Engineer Expert, CISSP).

 

Additional Requirements:

  • Must be able to obtain and maintain a Public Trust Clearance.

  • Must complete all VA-mandated Talent Management System (TMS) training (Privacy, HIPAA, Information Security) prior to system access.

  • Must reside in the United States and comply with USCIS I-9 verification requirements.
