Requirements
We are seeking a Senior Developer to support VA’s Veteran Canteen Service Automated Information System (VCS AIS) as part of the Consolidated Corporate Support Services (CCSS) 2.0 initiative. This role will provide advanced development expertise for VCS AIS applications, ensuring secure, scalable, and reliable code is delivered to support business operations and modernization efforts. The Senior Developer will work closely with cross-functional Agile teams, ensuring solutions align with VA’s Veteran-focused Integration Process (VIP) Lean-Agile framework, DevSecOps practices, and federal security and compliance standards.
Position Description:
A Senior Developer must be able to create logical and functional software code in a variety of languages. The developer must have experience in understanding and articulating the benefits and risks associated with different coding languages in diverse environments, and must be able to troubleshoot and correct issues as necessary. For CCSS 2.0, the Senior Developer will focus on VCS AIS application development, supporting enhancements, integrations, and modernization to ensure operational continuity and mission alignment.
Minimum Requirements:
Education Level: Bachelor’s Degree
Degree In: Computer Science, Electronics Engineering, or other engineering/technical discipline
Years of Experience: 8 years
Substitutions: 8 years of additional relevant experience may be substituted for education
Primary Responsibilities:
Design, develop, test, debug, and maintain software applications supporting VCS AIS functionality.
Implement new features, system integrations, and enhancements to improve AIS reliability and performance.
Collaborate with Business Analysts, Functional Analysts, and Product Line Managers to ensure technical solutions align with business requirements.
Develop APIs, microservices, and scripts to integrate VCS AIS with enterprise systems and support CCSS 2.0 modernization tasks.
Troubleshoot and resolve application issues, ensuring minimal downtime and efficient defect resolution.
Build and maintain CI/CD pipelines and automated test frameworks integrated into DevSecOps workflows.
Ensure compliance with VA Handbook 6500, FISMA, NIST SP 800-53, HIPAA, and Section 508 standards.
Provide input to Assessment & Authorization (A&A) artifacts to support and maintain Authority to Operate (ATO).
Contribute to CCSS 2.0 deliverables including modernization scorecards, requirements traceability matrices, and technical documentation.
Mentor junior developers on secure coding standards, Agile practices, and troubleshooting approaches.
Preferred Skills/Certification:
Experience with retail and point-of-sale systems, including integration with financial and inventory platforms.
Proficiency in programming languages such as Python, Java, C#, SQL, PL/SQL, and JavaScript.
Familiarity with cloud-based platforms (AWS GovCloud, Azure Government) and containerization (Docker, Kubernetes).
Knowledge of database management and performance tuning (Oracle, SQL Server, PostgreSQL).
Agile or SAFe certification desirable but not required.
Additional Requirements:
Must be able to obtain and maintain a Public Trust Clearance.
Must complete all VA-mandated Talent Management System (TMS) training (Privacy, HIPAA, Information Security) prior to system access.
Must reside in the United States and comply with USCIS I-9 verification requirements.
