Requirements
We are seeking a Senior Business Analyst to support VA’s Human Resources Payroll and Personnel System (HR PAS) as part of the Consolidated Corporate Support Services (CCSS) 2.0 initiative. This role will play a critical part in evaluating system requirements, analyzing business processes, and ensuring that HR PAS modernization efforts align with VA’s operational and compliance needs. The Senior BA will enable Veteran-centric outcomes by developing requirements, managing traceability, and ensuring compliance with VA’s Veteran-focused Integration Process (VIP) Lean-Agile framework, DevSecOps practices, and federal IT security standards.
Position Description:
A Senior Business Analyst has experience in the effective use of data provided by cost estimators to create overall cost versus benefit assessments while considering functional benefits, technical performance, risks, and schedule concerns. This role collaborates with stakeholders to elicit, document, and validate requirements; supports process reengineering; and ensures that implemented solutions meet business and system objectives. For CCSS 2.0, the Senior Business Analyst will focus on analyzing and enhancing the HR PAS system, supporting both current functionality and modernization initiatives.

Education Level: Bachelor’s Degree
Degree In: Operations Research, Mathematics, Computer Science, Cost Accounting, or related scientific/technical discipline
Years of Experience: 5 years
Substitutions: 8 years of additional relevant experience may be substituted for education
Primary Responsibilities:
Conduct requirements analysis and process evaluation for the HR PAS system from initiation through implementation.
Develop detailed functional and non-functional requirements, ensuring alignment with CCSS 2.0 objectives.
Support backlog grooming, sprint planning, and Agile ceremonies, ensuring traceability of requirements through delivery.
Analyze HR workflows and recommend solutions that improve accuracy, compliance, and efficiency of payroll and personnel processes.
Perform user acceptance testing (UAT), validate system changes against documented requirements, and ensure Section 508 accessibility compliance.
Document workflows, business rules, and use cases to support HR PAS modernization and sustainment.
Ensure compliance with VA Handbook 6500, FISMA, NIST SP 800-53, HIPAA, and other applicable federal standards.
Provide input into Assessment & Authorization (A&A) documentation to support and maintain Authority to Operate (ATO).
Contribute to CCSS 2.0 deliverables such as system scorecards, requirements traceability matrices, and modernization reports.
Collaborate with Product Line Managers, Functional Analysts, and HR stakeholders to ensure system functionality meets VA workforce management needs.
Preferred Skills/Certification:
Experience with federal HR and payroll systems (HR Smart, PeopleSoft HCM, or similar).
Familiarity with requirements management and Agile tools (Jira, Confluence, ServiceNow).
Strong understanding of federal HR processes, payroll lifecycle, and compliance frameworks.
Agile or SAFe certification desirable but not required.
Additional Requirements:
Must be able to obtain and maintain a Public Trust Clearance.
Must complete all VA-mandated Talent Management System (TMS) training (Privacy, HIPAA, Information Security) prior to system access.
Must reside in the United States and comply with USCIS I-9 verification requirements.
