Requirements

We are seeking a Senior Integration Engineer to support VA’s Human Resources Payroll and Personnel System (HR PAS) as part of the Consolidated Corporate Support Services (CCSS) 2.0 initiative. This role will ensure interoperability between HR PAS and other enterprise platforms by designing and implementing robust integration strategies, supporting system modernization, and minimizing disruption to operations. The Senior Integration Engineer will enable secure and seamless data exchange while ensuring compliance with VA’s Veteran-focused Integration Process (VIP) Lean-Agile framework, DevSecOps practices, and federal IT security standards.


Position Description:

A Senior Integration Engineer has extensive experience in creating strategies and plans for the integration of multiple IT systems or subsystems into an operational unit, ensuring full functional and performance capabilities are retained. The engineer is highly skilled in introducing new hardware or software into an existing environment while minimizing disruption and mitigating risks. For CCSS 2.0, this role will focus on integrating the HR PAS system with VA enterprise applications, ensuring interoperability, scalability, and alignment with mission-critical HR and payroll processes.


Minimum Requirements:

  • Education Level: Bachelor’s Degree

  • Degree In: Computer Science, Engineering, Math, or equivalent

  • Years of Experience: 10 years

  • Substitutions: 8 years of additional relevant experience may be substituted for education

 

Primary Responsibilities:

  • Design and implement integration architectures to connect HR PAS with enterprise systems, data warehouses, and cloud platforms.

  • Develop strategies for introducing new HR PAS modules or upgrades while minimizing operational disruptions.

  • Configure and manage integration tools, APIs, and middleware to enable secure and efficient data exchange.

  • Lead efforts to validate data flows between HR PAS and related systems (e.g., payroll, benefits, timekeeping), ensuring compliance with federal HR standards.

  • Collaborate with Product Line Managers, Functional Analysts, and Developers to ensure integration requirements are met and traceable.

  • Support Agile ceremonies and DevSecOps pipelines by embedding integrations into automated workflows.

  • Conduct system validation and testing to confirm integrations function as designed and meet VA requirements.

  • Ensure compliance with VA Handbook 6500, FISMA, NIST SP 800-53, HIPAA, and Section 508 accessibility requirements.

  • Contribute to Assessment & Authorization (A&A) documentation to support and maintain Authority to Operate (ATO).

  • Provide technical documentation including data flow diagrams, integration specifications, and system configuration guides.

  • Mentor junior engineers on integration tools, testing frameworks, and secure coding practices.

 

Preferred Skills/Certification:

  • Experience with federal HR/payroll systems (HR Smart, PeopleSoft HCM, or similar).

  • Proficiency in integration platforms and tools (e.g., MuleSoft, Informatica, Oracle Integration Cloud, REST/SOAP APIs).

  • Familiarity with data exchange standards (HL7, XML, JSON, CSV) and ETL processes.

  • Knowledge of cloud platforms (AWS GovCloud, Azure Government) and hybrid integration patterns.

  • Agile or SAFe certification desirable but not required.

 

Additional Requirements:

  • Must be able to obtain and maintain a Public Trust Clearance.

  • Must complete all VA-mandated Talent Management System (TMS) training (Privacy, HIPAA, Information Security) prior to system access.

  • Must reside in the United States and comply with USCIS I-9 verification requirements.
