Requirements
We are seeking a Functional Analyst to support VA’s Centralized Administrative Accounting Transaction System (CAATS) as part of the Consolidated Corporate Support Services (CCSS) 2.0 initiative. This role will contribute to enhancing financial system functionality, ensuring requirements traceability, and supporting operational effectiveness while aligning to VA’s Veteran-focused Integration Process (VIP) Lean-Agile framework, DevSecOps practices, and federal security standards.
Position Description:
A Functional Analyst has experience working with customers, users, and project leads in analyzing, designing, implementing, and supporting IT business applications and systems. The analyst has primary responsibility for individual projects and systems, including gathering business requirements, creating functional specifications, and ensuring solutions align with user needs. The role requires extensive experience in testing functionality and validating alignment with documented requirements. For CCSS 2.0, the Functional Analyst will support the CAATS system, focusing on requirements management, functional testing, and financial process optimization.
Minimum Requirements:
Education Level: Bachelor’s Degree
Degree In: Engineering or a related scientific or technical discipline
Years of Experience: 5 years
Substitutions: 8 years of additional relevant experience may be substituted for education
Primary Responsibilities:
Collaborate with VA stakeholders, business users, and technical teams to elicit and document functional requirements for CAATS system enhancements.
Develop functional specifications and use cases to guide development and system modifications.
Conduct functional testing, user acceptance testing (UAT), and validation to ensure system functionality matches requirements.
Support Agile ceremonies (backlog grooming, sprint planning, retrospectives) to align requirements and testing activities with VA’s VIP Lean-Agile framework.
Analyze CAATS workflows, identify process improvement opportunities, and recommend solutions that align with financial management best practices.
Ensure compliance with VA Handbook 6500, FISMA, NIST SP 800-53, and Section 508 accessibility standards.
Provide input into Assessment & Authorization (A&A) documentation to support and maintain Authority to Operate (ATO) for CAATS.
Contribute to CCSS 2.0 deliverables, including requirements traceability matrices, test plans, and scorecard reporting.
Work with Product Line Managers and Financial Analysts to ensure CAATS system capabilities align with VA accounting and transaction processing needs.
Preferred Skills/Certification:
Experience with financial systems (Momentum, Oracle E-Business Suite, or other federal ERP systems).
Proficiency in requirements management and testing tools (Jira, Confluence, HP ALM, or similar).
Familiarity with federal accounting processes, transaction lifecycle, and compliance frameworks.
Agile or SAFe certifications desirable but not required.
Additional Requirements:
Must be able to obtain and maintain a Public Trust Clearance.
Must complete all VA-mandated Talent Management System (TMS) training (Privacy, HIPAA, Information Security) prior to system access.
Must reside in the United States and comply with USCIS I-9 verification requirements.
