Requirements
We are seeking a Business Analyst to support VA’s Veteran Canteen Service (VCS) Point of Sale (POS) system as part of the Consolidated Corporate Support Services (CCSS) 2.0 initiative. This role will contribute to improving operational efficiency and ensuring Veteran-centric outcomes by analyzing business processes, developing requirements, and ensuring IT solutions meet mission needs while complying with VA’s Veteran-focused Integration Process (VIP) Lean-Agile framework, DevSecOps practices, and federal security standards.
Position Description:
A Business Analyst has mid-level experience in the effective use of data provided by cost estimators to create overall cost versus benefit assessments while considering functional benefits, technical performance, risks, and schedule concerns. The analyst collaborates with VA stakeholders to document requirements, analyze existing processes, and recommend enhancements to business systems such as VCS POS. Responsibilities include working within Agile teams to define epics, features, and user stories; ensuring traceability of requirements through testing and delivery; and supporting VA’s product lines with business process reengineering and system sustainment.
Minimum Requirements:
Education Level: Bachelor’s Degree
Degree In: General discipline
Years of Experience: 1–4 years in business analysis or related role
Substitutions: 4 years of additional relevant experience may be substituted for education
Primary Responsibilities:
Conduct end-to-end business analysis of VCS POS systems, from requirements elicitation to solution delivery.
Collaborate with VA stakeholders, Product Line Managers, and Agile teams to identify and document business needs, processes, and workflows.
Develop functional and non-functional requirements, ensuring alignment with CCSS 2.0 task requirements.
Participate in backlog grooming, sprint planning, and Agile ceremonies to ensure requirements traceability through delivery.
Perform user acceptance testing (UAT), validate requirements against implemented features, and ensure Section 508 accessibility compliance.
Provide training and documentation for end-users to support adoption of new system capabilities.
Contribute to CCSS 2.0 deliverables including status reporting, product scorecards, and requirements traceability matrices using VA-approved tools (Jira, GitHub, ServiceNow).
Support DevSecOps practices by collaborating with technical teams to align requirements with secure, scalable solutions.
Ensure compliance with federal mandates including FISMA, NIST, HIPAA, and VA Handbook 6500 security requirements.
Provide input into VA’s Assessment & Authorization (A&A) artifacts to support and maintain Authority to Operate (ATO).
Preferred Skills/Certification:
Experience with Agile business analysis and requirements tools such as Jira and Confluence.
Familiarity with Vision POS, VendMAX, or other retail systems listed in CCSS 2.0 Key Technologies.
Understanding of federal IT compliance frameworks (FISMA, Section 508, NIST SP 800-53, HIPAA).
Agile or SAFe certification (e.g., Certified SAFe Business Analyst, ICAgile BA) desirable but not required.
Additional Requirements:
Must be able to obtain and maintain a Public Trust Clearance.
Must complete all VA-mandated Talent Management System (TMS) training (Privacy, HIPAA, Information Security) prior to system access.
Must reside in the United States and comply with USCIS I-9 verification requirements.
